Diversity initiatives

Japan Weather Association (JWA) aims to develop an environment in which diverse human resources can demonstrate their abilities to the fullest extent and promote a work-life balance.

What is Eruboshi?

Eruboshi is a program under which the Minister of Health, Labour and Welfare can certify companies that have formulated and submitted a general business owner’s action plan in accordance with the Act on the Promotion of Women’s Active Engagement in Professional Life. It recognizes excellence in the implementation of initiatives related to the promotion of women’s participation in the organization. JWA has been granted the highest rating (three stars out of three) as an Eruboshi enterprise that satisfies all criteria across five different evaluation items: recruitment, continued employment, working hours and other conditions, percentage of management positions held by women, and diversity of career paths.

Granted Kurumin certification as a company that provides child-rearing support in a way that helps employees balance work and child-rearing demands

What is Kurumin?

Kurumin is a program under which the Minister of Health, Labour and Welfare can certify companies that have formulated a general business owner’s action plan in accordance with the Act on the Advancement of Measures to Support Raising Next-Generation Children and that have attained specified targets and satisfied certain criteria.

Compliance initiatives

Compliance Operations Manual

With the Whistleblower Protection Act coming into force, we have formulated and implemented the Compliance Operations Manual to fulfill our social responsibility as an organization and ensure the legal safety of the officers and employees working for us.

The Compliance Operations Manual sets forth a control policy, system, procedures, and more for our compliance initiatives and prescribes seven principles – known as the Compliance Action Guidelines – that are applicable to how we should and should not behave as an organization and in the course of the performance of our duties. In addition, we have developed and are operating a Compliance Helpline as a mechanism to appropriately respond to consultations requested and reports submitted by our officers and employees.

Compliance Action Guidelines

1. We shall comply with corporate ethics, laws, and regulations and practice the tenets of fair and free competition.
2. We shall refrain from engaging in unfair competition.
3. We shall carry out fair and proper purchasing actions.
4. We shall refrain from engaging in insider trading.
5. We shall eliminate antisocial activities.
6. We shall respect human rights and improve our workplace environment accordingly.
7. We shall respect intellectual property and protect personal information.

Compliance Action Guidelines

1. We shall comply with corporate ethics, laws, and regulations and practice the tenets of fair and free competition.

1. We shall comply with the Meteorological Service Act and other relevant laws and regulations as well as internal rules, such as those governing our quality management systems, and refrain from engaging in actions that would be problematic in terms of corporate ethics, such as by making a fraudulent or false report in the course of our operations or by engaging in personal conduct or behavior that is contrary to common sense and sound judgment.

2. We shall comply with antitrust laws and the competition laws of each country and refrain from engaging in actions related to improper restrictions of trade, including cartelization and bid rigging. In addition, we shall refrain from engaging in actions related to unfair trade practices, such as dumping, imposing resale price restrictions, and making unilateral changes to trade terms and conditions by taking advantage of our superior bargaining position.

3. We shall comply with the Act against Delays in the Payment of Subcontracting Proceeds, etc. to Subcontractors and refrain from engaging in actions related to, among other examples, the refusal to accept payment, delays in payment, the abuse of buying power, forced purchases, or forced use.

4. We shall comply with the Act Against Unjustifiable Premiums and Misleading Representations, ensure that publicity and advertising are presented based on substantial and objective grounds, and refrain from engaging in actions that would constitute false or exaggerated advertising. In addition, we shall refrain from engaging in actions related to sales with excessive premiums or deceptive sales practices.

2. We shall refrain from engaging in unfair competition.

1. With an awareness that leakage of technical or business matters (trade secrets) of the Association could give rise to huge losses, we shall manage and protect trade secrets according to internal rules and refrain from divulging or disclosing the foregoing to a third party or using the foregoing without permission.

2. We shall comply with the Unfair Competition Prevention Act and refrain from obtaining trade secrets of a third party through improper means. In addition, we shall refrain from using any trade secrets if we are aware that they were obtained or disclosed by a third party through improper means.

3. We shall refrain from utilizing anything that is the same as or similar to the labeling on third-party products for the labeling of services of the Association. In addition, we shall refrain from emulating the form of any third-party product.
4. We shall refrain from disseminating false information that would be detrimental to the business reputation of any of our competitors.

3. We shall carry out fair and proper purchasing actions.

1. We shall comply with laws and regulations related to domestic and international purchasing transactions and refrain from engaging in actions that would be problematic in terms of corporate ethics.

2. We shall refrain from accepting gifts or entertainment that go beyond the scope of socially accepted norms and business customs from current and prospective new business associates.

3. We shall refrain from engaging in actions related to unjust coercion imposed by taking advantage of our superior bargaining position.

4. We shall refrain from engaging in insider trading.

1. We shall refrain from engaging in actions related to the trading of shares or other securities prior to the disclosure of relevant information to the public (insider trading) by taking advantage of our position by which we have easy access to information that could substantially affect the prices of shares of a business associate or affiliate thereof or by taking advantage of information that we obtain in the course or as a result of our operations (insider information).

2. We shall refrain from providing insider information to an officer or employee of the Association or any third party (such as a client, family member, or friend) with whom no business relationship is maintained.

5. We shall eliminate antisocial activities.

1. We shall cooperate in the maintenance of social order and refrain from engaging in antisocial actions.

2. We shall not be involved in antisocial forces or groups or engage in actions that facilitate the activities of these forces or groups.

3. We shall comply with domestic and international laws and regulations as required by our stakeholders.

4. We shall not be involved in transferring the proceeds of crime or suspicious transactions.

5. We shall not be involved in bribery or other corrupt practices designed to benefit domestic or foreign business associates or public officials.

6. We shall respect human rights and improve our workplace environment accordingly.

1. We shall respect basic human rights and the dignity of individuals and refrain from engaging in such acts as those involving harassment, ridicule, or verbal abuse.

2. We shall refrain from engaging in discriminatory actions on the basis of nationality, race, ethnicity, skin color, sex, age, religion, creed, social status, family origin, property holdings, or a physical or mental disability.

3. We shall refrain from engaging in or permitting any child or forced labor whatsoever.

4. We shall refrain from taking advantage of a superior position in the workplace to engage in actions constituting power harassment, including harassment, ridicule, or verbal abuse.

5. We shall refrain from engaging in actions constituting sexual harassment, including the use of language or behavior of a sexual nature in a way that violates the autonomy of the other party or others in our vicinity.

6. We shall refrain from engaging in actions constituting maternity harassment, including the use of offensive actions or behavior in a way that violates the autonomy of the other party for a reason related to pregnancy or childbirth.

7. We shall refrain from slandering or defaming the Association or individuals and using language or behavior that could be misunderstood or misinterpreted.

8. We shall properly manage property and assets owned by the Association (information, products, equipment, instruments, consumables, intellectual property, brands, and other tangible and intangible assets) according to prescribed internal rules and refrain from using such property and assets improperly or without due cause both during and subsequent to our employment.

7. We shall respect intellectual property and protect personal information.

1. We shall comply with the Copyright Act, Patent Act, Utility Model Act, Design Act, and Trademarks Act and shall respect and refrain from willfully infringing upon the intellectual property rights of third parties in researching and developing new technologies, new services, and new business models.

2. We shall comply with the Act on the Protection of Personal Information as well as our Manual on the Protection of Personal Information and other internal rules. We shall carefully manage personal information obtained with the consent of our clients, business connections, employees, and others to ensure that they do not become falsified or leaked and are not used for any purpose not expressly indicated at the time it was obtained.

Office for complaints and consultations concerning misconduct in research activities

The Association shall, in accordance with the Manual on Dealing with Misconduct in the Area of Research Activities, have the following Compliance Office accept whistleblowing reports and consultations on misconduct in the area of research activities conducted by the Association via dedicated email, postal mail, or fax.

Points to keep in mind

・For a whistleblowing report, please be as specific as possible in identifying or describing the researcher or group alleged to have engaged in the misconduct in question and in describing the circumstances and manner in which the misconduct in question was committed.
・If using postal mail to submit, please clearly indicate COMPLIANCE OFFICE – CONFIDENTIAL.
・If submitting by fax, please understand that it is highly likely that the fax will be seen by people not belonging to the Compliance Office.

Public service and the sharing of knowledge

JWA engage in various public-interest activities, such as by holding weather-related lectures and fairs and dispatching instructors to share knowledge on weather and disaster prevention; establishing endowed research departments and conducting surveys and research to promote science and technology; and providing secretariat services for electric power and railroad weather liaison committees.
