The ‘GoStop Management System’ is a web service that allows users to instantly view transportation impact risks caused by weather conditions on roads, freight railways, and major ports across Japan. The risks can be visualized through maps and charts up to six days before adverse weather events. The service supports not only the modification of delivery plans and decisions regarding transportation availability during severe weather but also smooth coordination with related agencies in advance. It also facilitates modal shifts during extreme weather conditions and contributes to ensuring driver safety.
The ‘GoStop Management System’ was launched in June 2020 in response to requests from logistics operators seeking to implement proactive countermeasures against increasingly severe weather disasters in recent years. Since its launch, the service has been highly rated not only by logistics operators but also by shippers.
In addition, the ‘GoStop Management System’ received the ‘2021 Logistics Grand Prize’ at the ‘Logistics Grand Prize’ in September 2021, hosted by the Japan Institute of Logistics Systems.

Features

Typhoon No. 19 (later named Reiwa First Year East Japan Typhoon), which made landfall on the Izu Peninsula around 19:00 on October 12, 2019, caused extensive damage across a wide area of eastern Japan.
In the analysis of information using the ‘GoStop Management System’, transportation risks in the Kanto Koshin and Tohoku regions-where the expressways were repeatedly closed due to the typhoon-were identified three days before the landfall. As shown in the figure, the high risk of transportation disruption was clearly indicated about one and a half days before the typhoon made landfall.

From January 23 to 25, 2024, very strong cold air moved southward, and a persistent winter pressure pattern resulted in severe weather mainly along the Sea of Japan coast. This caused traffic standstills near the Sekigahara Interchange on the Meishin Expressway.
As early as January 19, the ‘GoStop Management System’ reported transportation risks due to snow and wind on the Meishin Expressway. Starting from January 22, two days prior to the traffic standstill, the ‘GoStop Management System’ indicated a particularly high risk of transportation disruptions caused by snow between the Sekigahara Interchange and the Ibuki Parking Area on the Meishin Expressway. By identifying route-specific up to six days in advance, it is possible to implement safety measures for transportation. These include planning detour routes to avoid high-risk areas and time periods as well as adjusting departure schedules to ensure safe transit.

To ensure the safety of our drivers, we use weather information.
During bad weather, we consult with customers at every Hokkaido sales office and request their cooperation in expediting the shipment of packages. This enables our drivers to return to their offices without any impact on pickup and delivery operations.
Since the introduction of weather information, the frequency of disruptions to drivers caused by heavy snow, blizzards, or road closures has significantly decreased.
Moreover, by knowing the amount of snow expected to fall the next morning, we effectively utilize this information to plan early-morning snow removal operations.

This winter season, we are using weather information to prioritize the safety of our drivers and enhance operational management.
When inclement weather is forecasted, the Hokkaido Branch consults with shippers based on weather information to ensure safe driving conditions. Measures include adjusting delivery schedules by advancing or delaying delivery dates, modifying arrival times, and changing delivery modes to maintain safe operations for drivers.
Since the introduction of weather information, there have been no more cases of drivers being stranded or unable to operate due to heavy snow, snowstorms, or road closures.
Additionally, snow removal support services help us understand the amount of snowfall from midnight to the next morning, allowing us to plan and consider early morning snow removal operations effectively.
